Important Update Regarding the Camrose Regional Landfill

The Camrose Regional Landfill has been in operation since 1984 and is made of 19 “cells.” The current cell (the area for the waste) is reaching capacity and will require closing by ‘capping’ the cell with a permanent cover. Over the past year, the Camrose Regional Solid Waste Authority, which is comprised of elected officials from the City of Camrose, Camrose County and the Village of Bittern Lake, has been examining options for future waste management operations.

At their May 30, 2022 meeting, the Authority decided the option with the least future risk was to transition from the current Camrose Regional Landfill operation to a Transfer Station operation.

Why was this change necessary?

In order for a landfill to be self-sustaining, user fees, also known as tipping fees, must generate enough revenue to cover the entire life-cycle costs for the facility. Life-cycle costs include annual operating expenses, cell construction costs, closure costs, and post-closure monitoring costs, which are ongoing for at least 25 years after closing a cell.

Significant increases to the closure and post closure costs were identified in 2021. As well, internal reviews of lifecycle costs for the Landfill indicated that, in order to sustain the Landfill operation, the tipping fees would be required to be increased to a point that made the Landfill noncompetitive. These necessary fee increases have, and would continue to result in large volume users choosing to haul their waste to larger landfills with lower tipping fees, thereby requiring further increases to fees to cover the costs.

The Camrose Regional Landfill site is a long, narrow shape, with close proximity to Camrose Creek and high ground water, making it an inefficient site for a landfill by today’s standards. These factors mean that the amount of waste that can be disposed of, per square meter of ground space, compared to other, larger regional landfills, is less.

By transitioning to a transfer station, waste coming into the Landfill will be placed in trailers and transported to a larger landfill. Camrose Regional Landfill will not be required to build a new cell, will be able to close the existing cell, and will allow the post closure, 25-year monitoring period to begin earlier. This reduces the long-term liability to the partners, and thereby the citizens, within the Solid Waste Authority.

When is this change happening?

New tipping fee rates will be in effect starting January 1, 2023 (see below for new fees). The Transfer Station be constructed and become operational by fall 2023.

I am a resident; how does this change affect me?

Residents will continue to have curbside pickup for their day-to-day waste. Residents wishing to dispose of waste beyond their household waste may still attend the Landfill to drop off waste, organics, recyclables, concrete, asphalt, or other materials but will see increased tipping fees starting January 1, 2023. By fall 2023, the transfer station will be in operation.

I am a business without waste collection services; how does this change affect me?

Businesses who transport waste directly to the landfill may continue to do so but will see increased tipping fees starting January 1, 2023. By fall 2023, the transfer station will be in operation.

I am, or use, a large volume hauler; how does this change affect me?

Given the imminent fee increases and the need to extend the operational life of the current cell, it is recommended that large volume haulers consider the use of alternate regional landfills such as West Dried Meat Lake Landfill or Beaver Regional Landfill for their waste.

I have more questions; who should I contact?

If you have further questions, please contact the Engineering Department at (780) 672-4428.
