Introduction - New Staff (Verbal)
Travis Bouck, General Manager of Finance, introduced Tanille Cameron, who has accepted a full time, permanent position with the City after first joining the team through the ERP replacement project.
Mirror Lake Spillway Project
Administration is recommending that the City move ahead with design work and approvals for a full replacement of the Mirror Lake spillway, with construction funding to be considered as part of the 2027/2028 Capital Budget. New engineering findings show that repairing the existing structure likely would not fully fix the leaking issues and would not address important safety concerns.
A full replacement would create a safer and more reliable structure, with updated safety features and site restoration in the area. The estimated cost is about $2.62 million, which is higher than the current approved budget, and construction is not expected to begin in 2026. As planning continues, Administration will also look at whether this work could be coordinated with dredging.
Enforcement Options for Illegally Parked Vehicles
Council supported increasing the use of temporary “no parking” signs and adding dates to those signs so residents have a clearer idea of when snow removal and road maintenance crews are expected in their area. They were also in favour of increased ticketing for vehicles that are not moved as required. Council directed Administration to move forward with these changes and monitor how they work and noted there may be an opportunity to revisit stronger enforcement measures in the future if needed.
ERP Replacement Project Update
The City’s major financial and customer service software project continues to move forward, with the first phase now complete and the new systems in place as of March 31, 2026, including key resident services such as utility and tax functions.
Some features are still being developed and are expected to roll out later in 2026. These future improvements are intended to make services easier and more convenient for residents, including more modern online options for utility and tax accounts.
The project also remains within budget and is currently expected to come in below the approved $5.3 million budget.
Use of Non-Motorized Recreation on City Waterbodies
Council reviewed proposed changes to the Community Standards Bylaw that would move existing rules for non-motorized recreation on City waterbodies, such as Mirror Lake, from a policy into a bylaw that can be enforced. The proposed changes would not change what activities are allowed, but would give the City clearer rules, enforcement options, and fines to help support safety, protect the environment, and encourage responsible use as more people use these areas.
The update would also allow for a commercial canoe, paddle board, kayak, or paddleboat rental operation on Mirror Lake, if one is proposed in the future.
The changes to the Community Standards Bylaw will be brought back to a future Council meeting for first reading.
Advocacy Topics Update
Since the Committee of the Whole Council last reviewed the Advocacy Topics report on March 9, 2026, the following updates were made:
- Topic 1 - Water Security: Draft feasibility study is expected in June.
- Topic 2 - Highway 21: Due to capital plan constraints in the Provincial Budget, Highway 21 is currently identified for design in 2029 and 2030.

Regular Council Meeting Highlights
Local Improvement Bylaw 3402-26
Council gave second and third readings to Local Improvement Bylaw 3402-26 which combines the asphalt overlay project of 51 Street from 48 Avenue to 50 Avenue with the asphalt overlay project of 48A Avenue from 50 Street to 53 Street into one project.
Winter Road Maintenance Policy
Council has approved an updated Winter Road Maintenance Policy that better reflects how winter maintenance is currently handled in Camrose and gives residents a clearer idea of what to expect during winter weather.
The policy explains how the City handles snow clearing and sanding on roads, sidewalks, walkways, parking lots, and trails, including priority routes, rotating residential snow clearing, and service standards for important public areas like recreation facilities, parks, cemeteries, and outdoor skating rinks.
Parking and enforcement issues, such as vehicles parked in no parking zones or left on streets during snow removal, are being reviewed separately through the Traffic Bylaw.
Assessment Review Board Chair Selection
Council approved the motion that John Bibo be appointed as the Chair of the Composition Assessment Review Board for the 2026 Assessment Year.
