Project Summary

Beginning May 5, 2026, and going through until October, Marler Drive, from east of 65 Street to 68 Street, will be undergoing major reconstruction.

First, there will be a full replacement of the underground water, storm and sanitary main lines, including new services to each property line.  Following the underground utility replacements, the roadway will be reconstructed with new gravel, asphalt pavement, concrete curb and gutter, and separate sidewalk.  In addition, the landscaped boulevard will be rehabilitated following construction with new sod where required.

This important project is significant for Camrose and will result in traffic disruptions for most of the 2026 construction season.  Please abide by the construction signage as contractors work diligently to complete this project.

The Mirror Lake Spillway, located at the downstream end of Mirror Lake, was built in 1975 and is one of two provincially regulated dams owned and operated by the City of Camrose.

In 2021, the City worked with Alberta Environment and Protected Areas (AEPA) and engineering consultants to review the dam and spillway under updated provincial dam safety regulations. The structure was classified as “significant,” which means it requires regular inspections, monitoring, and safety planning.

Since then, the City has completed several key steps to meet provincial safety standards, including:

  • A Dam Safety Review confirming known issues such as minor leakage and identifying safety improvements like better signage and fencing.
    •    An Operations, Maintenance, and Surveillance Manual, which outlines inspection schedules, maintenance activities, and staff responsibilities.
  • Emergency Preparedness and Response Plans, which detail how the City would respond in the unlikely event of a dam or flood emergency.
  • Annual engineering inspections to monitor the condition and performance of the structure.

Upcoming Work

At the April 6, 2026 Committee of the Whole Meeting, Administration provided an update to Council on the status of this project.

Administration is recommending that the City move ahead with design work and approvals for a full replacement of the Mirror Lake spillway, with construction funding to be considered as part of the 2027/2028 Capital Budget. New engineering findings show that repairing the existing structure likely would not fully fix the leaking issues and would not address important safety concerns.

A full replacement would create a safer and more reliable structure, with updated safety features and site restoration in the area. The estimated cost is about $2.62 million, which is higher than the current approved budget, and construction is not expected to begin in 2026. As planning continues, Administration will also look at whether this work could be coordinated with dredging.
