Privacy Management Program

Under Alberta’s Protection of Privacy Act (POPA), the City is required to establish and maintain a comprehensive Privacy Management Program (PMP). The PMP provides a structured approach to ensuring that personal information in the custody or control of the City is collected, used, disclosed, and protected in accordance with legislative requirements. It also supports transparency, accountability, and consistent privacy practices across the organization.

What is included in the City's PMP?

Administrative Policies and Procedures

Policies, procedures, and guidelines that establish clear expectations for the collection, use, disclosure, retention, and protection of personal information across City operations.

Training and Awareness

Ongoing training and awareness initiatives to ensure employees understand their privacy obligations and are equipped to handle personal information appropriately.

Privacy Impact Assessments (PIAs)

A structured review process used to assess privacy implications when introducing new programs, services, technologies, or processes, helping to identify and mitigate privacy risks before implementation.

Information Banks

Records that identify the personal information collected by the City, the purpose for collecting it, how it is used, who has access to it, and how long it is retained.

Privacy Incident Response

Established procedures for identifying, reporting, investigating, and responding to actual or suspected privacy breaches, including corrective actions to reduce future risk.

Safeguards and Security

Administrative, physical, and technical safeguards that help protect personal information from unauthorized access, disclosure, alteration, loss, or misuse.

Access and Correction Rights

Processes that support individuals in exercising their rights to request access to their personal information and request corrections when information is inaccurate or incomplete.

Ongoing Monitoring and Improvement

Regular monitoring, review, and enhancement of privacy practices to ensure compliance with legislative requirements and to strengthen the City's overall privacy framework.

The City's Commitment

The City is committed to protecting personal information and managing it in a responsible and transparent manner, in compliance with applicable legislation. Upholding privacy is both a legal obligation and an organizational priority. Strong privacy practices contribute to maintaining public trust, reducing the risk of privacy breaches, and ensuring sound stewardship of personal information. Through a proactive and well-supported Privacy Management Program, the City strengthens its accountability and reinforces a culture of privacy awareness.

Designating the Privacy Officer

The General Manager of Corporate Services is designated as the City’s Privacy Officer and is responsible for overseeing the administration of the Access to Information Act and the Protection of Privacy Act, ensuring compliance with legislative requirements and supporting organizational privacy practices. Training for Service Providers

Any third-party service providers, contractors, or vendors who access City systems or handle personal information on behalf of the City are required to complete access and privacy training. This includes those engaged under new and ongoing contracts. Training must be completed prior to access being granted and refreshed at intervals consistent with City requirements or more frequently as needed to reflect changes in legislation, contractual obligations, or service scope.

Directory of Personal Information Banks

Alberta public bodies are required to publish a directory of Personal Information Banks (PIBs) under the Protection of Privacy Act. A Personal Information Bank is a collection of personal information that is maintained to enable the public body to deliver specific programs or services. Under the Protection of Privacy Act, an individual who believes there is an error or omission in their personal information may request the City to correct the information. The City may only correct factual information and cannot correct an opinion, including a professional or expert opinion.
