Community Standards

The Community Standards Bylaw helps keep Camrose a safe, clean, and welcoming community. It establishes clear rules for property upkeep, public behaviour, noise, and the use of public spaces. By consolidating and updating several older bylaws, it provides residents and visitors with one easy-to-follow set of standards.

This bylaw replaces:

  • Nuisance Abatement Bylaw
  • Public Properties Bylaw
  • Unsightly Properties Bylaw
  • Snow Removal Bylaw

Property owners and occupants must keep their properties clean, safe, and well-maintained.

Examples of nuisance or unsightly conditions include:

  • Excessive junk, debris, or household items left outside
  • Abandoned or dismantled vehicles in plain view
  • Grass or weeds over 15 cm high (unless part of a naturalized area)
  • Buildings in disrepair (peeling paint, broken windows, rotting structures)
  • Offensive odours, uncontrolled compost, or pest-attracting waste
  • Trees, shrubs, or vegetation obstructing sidewalks or utilities

Owners must also:

  • Remove dangerous or diseased trees and vegetation
  • Secure uninhabitable buildings
  • Avoid outdoor storage of appliances

Everyone in Camrose is expected to behave in ways that promote safety and respect in shared spaces.

The Bylaw prohibits:

  • Littering and unauthorized posting of signs
  • Graffiti (must be removed within 14 days of notice)
  • Aggressive or unsafe panhandling (especially near banks, ATMs, or transit stops)
  • Public urination or defecation outside designated facilities
  • Causing disturbances (yelling, public intoxication, indecent acts, throwing objects, blocking sidewalks, harassing wildlife)

The bylaw sets limits on excessive and disruptive noise, including:

  • Loud music, parties, or vehicle noise that disturbs neighbours
  • Use of equipment (leaf blowers, snow blowers, tools) between 11:00pm and 7:00am
  • Construction noise outside approved hours (generally 7:00am - 11:00pm, with exceptions)
  • Permits may be granted for special events or activities requiring sound amplification.

Public spaces belong to everyone, and misuse is prohibited.

Without a permit, residents may not:

  • Place debris, cords, or equipment on sidewalks or roads
  • Excavate, alter driveways, or damage boulevards/sidewalks
  • Ride livestock, burn materials, or operate damaging machinery on City property
  • Park or camp RVs in public spaces
  • Hold concerts, parades, or special events

Snow and ice management is a shared responsibility.

  • Residents: Must clear adjacent sidewalks within 48 hours of snowfall.
  • Businesses and Non-residential properties: Must clear adjacent sidewalks within 24 hours.
  • Owners of vacant residential land in new subdivisions are not required to shovel rear sidewalks.
  • No one may deposit snow or ice on roads, sidewalks, catch basins, or fire hydrants.
  • The City maintains main walkways and trails under its Winter Road Maintenance Policy

This Bylaw is enforced by Camrose Police Service and Community Peace Officers.

  • Violations may result in orders to remedy, fines, or other enforcement actions.
  • Fines range from $150 for minor infractions (e.g., panhandling in restricted areas) up to $2,000 for repeat or serious offences (e.g., construction waste, damaging public property).
